Does that mean if there is a scratch or something else on the case or if the card is being submitted because it was classified incorrectly, that PSA will always re-slab etc. with the same original grade? I have several cards I would like to get re-slabbed for such reasons, but I worry whether PSA might simply decide whether to re-grade. Also is there a reduced charge for re-slabbing ONLY. The reholder fee is $25 as long as the card is under $5,000. I guess in some cases (see the thread I just started about the Aaron rookie) they might not want to give it the same grade, but it's really just a transfer to a new slab not a grading process per se.
