I'll try to make this as short as possible.
I purchased a card that was described as "having dust in the flip." I contacted the seller and told him I would be sending it in to be reholdered and if there was any funny business I would be returning the card. Seller said no problem. I sent the card in on a reholder submission.
PSA came back at me and said water had gotten in the slab, what did they want me to do? I explained the situation and said I'd just want it back so I could return it. They came back and said the slab had been tampered with and they could not return it as-is. It was no longer a PSA 10 and they wouldn't allow their brand to be shown in such a manner. We agreed that it would stay in its original slab but they would deface it. They drilled a hole through the flip portion of the slab and carved an 'X' in the card portion of it.
Of course, the seller refused the return and I had to go through Paypal. PSA was very helpful and wrote out a letter on their stationary explaining the situation and I got my refund.
It's my understanding that damage to a slab outside of the card area will get an easy reholder. Damage to the card portion of the slab will get a review and POSSIBLY a regrade if deemed necessary. From what I understand, regrades are rare.
