As Larry stated, the Goudey Premium is much rarer than the Play Ball rookie card but is a premium and not a card so won't carry rookie card status. That will always keep it behind the Play Ball in terms of desirability (if not price) in my opinion.
BTW the Doerr and Feller are both '37's and rookies, although not technically cards, so they don't command the rookie card designation. Since these premiums are about the size of standard postcards, a very convincing argument could be made for considering them as cards and thus eligible for rookie card status.
