Depends on what you mean by "high grade", but there are definitely a few nice raw ones out there.

Think of it a different way. The card themselves have been around for over 100 years, collectors have been around for nearly the same amount of time, and professional grading has only been around for 10-15 years. Anyone who had a Wagner for 20+ years may not feel the need to get the card graded to remain in their personal collection.
