O/T Ebay and Paypal Stuff - This is a New One for me...
 
I sold a few cards on eBay this past week. This morning, I'm checking to see who paid via the ebay check-out system (so I can obviously ship the card). One person paid, so I create the shipping label using the eBay/paypal option and put the card into a puffy envelope. Great, no problems, so why am I taking up your time with this story?

Well, before going to the post office I logged on to paypal (which I normally wouldn't) and noticed under the DETAILS field, that instead of saying "completed" it says "under review".


And if I probe further, here is what I should do when a payment is "Under Review.":


Transaction Details
Wait - Don't ship yet
Payment Status: Under Review
What should I do now?

Wait to ship the item until we've completed Payment Review for this transaction.

* To help protect you, PayPal is reviewing this payment.
* The review process may take up to 24 hours.
* We'll contact you as soon as we reach a decision.
* You should not ship the item until we let you know the payment has cleared. If the payment clears: You may proceed to process the order. To know if your item is covered, check the 'Seller Protection' section of the 'Transactions Details' page and ensure that it states 'Eligible'.



In other words, on paypal I get a message that tells me not to ship the item, because the payment hasn't cleared or is under review. Yet, on eBay, I don't get that message...instead, eBay tells me that I need to ship the item and lets me purchase and print a shipping label. Argh! The worst part is that the payment appears as pending in my paypal account. Thus, I could have easily shipped an item and not received anything for it :eek:. Sorry for the rant, guess I'm getting old, but a valuable lesson for me nonetheless........don't trust eBay, make sure funds are in the old paypal account before shipping anything.

Yeah, I would continue to still go through Paypal for labels.

I printed a label last week through the new Ebay shipping setup and didn't exactly fall in love with it. Did the rest directly through Paypal.

I got one of those "under review" payments about 6 or 7 weeks ago...I shipped the card before I even realized it was "under review"...all I saw was that payment was made. Well after 2 or 3 weeks the payment was reversed. I emailed the seller and asked him what was up and he said he didn't know and that he didn't authorize paypal to take the money back from me. He payed me again and there was no problem.

As somebody who takes many hundreds of payments on paypal each month they ALWAYS reverse the payments when they go "under review". I've probably had 10-20 reviewed over the years and they nearly always take the money away even after both buyer and seller give authorization.

Don't ship until payment is completed.

I had PayPal block a payment from a customer in Canada. No apparent reason, other than he was Canadian and the purchase was for a few hundred dollars (--- guess PayPal is guilty of "profiling"). I know the guy. He has a 100% rating on eBay and is a legit collector. He ended up sending me a Canadian Post money order to close the deal.

what i think is happening is this, i think is paypal is done with his bank account rather then his credit card.

I know i pay using my bank account and it is always on hold for a few days.

I could be wrong, but this is my best guess.

Jim,

In this situation, the buyer did not send an e-check or some other form of check payment. This is a straight credit card transaction, that paypal for whatever reason determined might not be legitimate and thus decided to put under review. If it would have been some sort of bank transfer, then yes, the paypal funds would have been put on hold for a period of time and in the interim, eBay would show the transaction as awaiting payment. That is not what happened to me.......this is what happened to me:

1. Payment was sent by eBay buyer via paypal.
2. EBay shows that payment was received and lets me know that the item is ready to ship.
3. Paypal gives a different story, payment is under review and funds are on hold. Oh, and by the way don't ship the card.

For me, it's no big deal, I didn't send the card so all is well. I'll roll with this stupid policy (or at least the bad computer programming part or it). This thread was only to give a heads-up to others.............always remember to check that those funds are in your paypal account before shipping, no matter what eBay says....
