PSA felt it would not fit properly in the holder without possibly sustaining more damage.

This.

Believe it or not, the holdering process does need the card to maintain some integrity of "tautness". Because the card is too fragile, it could not be holdered.

That's odd, it doesn't look fragile at all. Obviously damaged, but not fragile.

I mean, they managed to slab this one which is mostly a collection of creases.

And this one which looks like an entire section has almost come off entirely. Not sure how it's still connected unless there's a bit of glue involved.

Do they do the same thing SGC does where you can decline holdering with an A grade? That makes more sense.

To me, the first one you showed has a lot more sturdiness even though it has some bad road rash. The second one looks like possibly pieces held together as you said. You would think they could always at least scoop up the pieces of a card and pu itt in an AUT holder.
