Default Making Offers After Bids

The way it works right now (and it's not 100% finalized) is that the "Buy Out" option is removed once an item has bids (above any relevant reserve) in case the seller wouldn't want to end the listing once it has bids, and the make offer options remain in case the seller wants to consider it. It's entirely the seller's choice if he want to accept cash offers on his auction items and it's also his option to accept any offers that come in and end his listing. We're not naive to say that if we remove the option it won't happen - we're just trying to create a bit of transparency into how transactions seem to work anyways.
