I have no clue whose chicken scratch that is, but can definitely say it is not Devon White.

Any idea of the team the player was on, when it was signed, etc?

No Idea Derek.

I found it in a thrift store in Seattle. I had a look through Baseball-reference.com on the uniform number search. It looks like the person used #14 and maybe the first name begins with a "D" but I didn't come up with anything.
