Default E101 Collins with a back border?

I found the three lines near the bottom to be interesting. Looks to be an E101, but with a border at the bottom. Thoughts?

I honestly think it is just a transfer from whatever it was glued to. The ink lines could have just transferred to the back of the card due to chemicals in the glue.

Same thought; probably a transfer of ink from whatever it was on.
