First name could be Lou, Lon, or Tom but the last name is even a bigger mystery.

The signature in the OP looks nothing like any of the Jim Waugh autographs on ebay. Steve

It looks kind of like the Jim Waugh in my collection, though mine is on a card.

The first letter in the first name looks like an "L" written like we were taught in cursive class back in the late 60's. The last name does look like Waugh, or a longer name that was ended prematurely with a sweep of the pen.
