Plus, black is very nearly always last. a good solid black will cover any color, but most won't cover black.
There are always exceptions, and the one I've found for that is the 81 fleer star stickers. Most of them are dark blue and the black was printed last. Some are a lighter blue and the black was printed before the blue. It does make me wonder if they were originally intended to have white borders.
