Default Any ideas on this Ruth item?

I picked this up very cheap a while back but have no idea what it is. I was thinking it was a newspaper article but its 8.5x11 and does not glow under black light (I put an SGC holder to show how the white glows).

The paper is really thin and it was glued to a board that the glue was so brittle is just pulled off.

Any help would be appreciated.

Not sure what it is, but it is the same picture used for the Sanella Margarine card, although it was probably a popular image back then.

It is a very common pose and not all modern items glow under a blacklight. Looks like some kind of old newspaper ad or something....
