If the seller won't or doesnt want to remove the glass you can ask them to completely cover the glass with masking tape. That way if the glass did break it will not slide all over the photo during shipment causing damage. Masking tape is easy to remove from glass. If it got covered in shipping tape that may be a sticky situation and a pain in the butt to remove. Let us know how it turns out!

you should ask that they double box the items and use the same method of packing as described above. Mark box that it contains glass and not to lay flat

Yes
I agree. Package the frame as if you were going to mail it in that package. Then, put that entire box inside another box, with extra room on all sides for cushioning. For the cushioning, I would use Styrofoam to keep the inside package from moving.
