Default Help Removing Residue

I have a 1963 Topps Bob Lilly RC that would be near perfect if not for the appearance of some sort of residue on the front surface. The original gloss is intact, so it seems like whatever this is (wax, gum?) may not have penetrated that layer. I can feel what is there, so it is sitting on top of the surface. There are three places on the card where this is present, and a total coverage of less than 10%.

Does anyone have experience with removing unwanted card residue?
