That card and the Matty remind me of 1970s TCMA cards. Could also be a collector issue. Sorry I don't have anything concrete.

It looks to me like a part of a card issued in the 1970's. The other part/s are missing.

If I'm recalling correctly, this was part of an early 1980s (1983?) set from Allan Kaye, then publisher of Baseball Card News. It used to be listed in the Standard Catalog, but most of that type of collectors' issue was pulled several editions back.
