Agreed on the subtle paper loss. It is easier to see in a scan if you play with the brightness and contrast.

Agreed looks like the result of soaking. Like maybe there was glue attached to the back at some point and the guy attempted to rub it off when wet.

Flatbed scans pick up things that can't be seen by the naked eye. I agree with the others, paper loss from a bit too aggressive soaking and rubbing.
