Default T220 Jem Mace/Tom King - Need help, detectives

This one has bugged me for years now. It's a recurring print defect on this card, where all this red is present. It's maybe 5-10% of this card (it can occur on both factories, which is probably a clue to how sheets were handled; I have not seen on a Tolstoi back), so there's other copies out there. I've never seen it mentioned before this, though it is visually very obvious.

The red overprint seems to be not stray ink, but from another item. The ink nearer the bottom at left and right really looks like mens hats of the period. It does not match up with the other T220 cards at all, including the Sullivan/Kilrain card with some men wearing hats like these.

Does anyone recognize what this matches up with? It's a pretty weird printing problem; most all cards like this are scrap from test runs, but these are not scrap.
