Sure looks like a pen and not printed ink to me, but that's impossible because it's a PSA 6.

Looks like some kid gave Mickey a sharpie earring. Print spots rarely have nice straight edges.

Looks manufactured rather than a recurring or even one off defect. But there are 2 versions of his 52, 56, maybe 57, 58, maybe 63, 67 ( 3 versions) and 69.

I would vote for print defect as well, and this shows that PSA is reducing their use of the PD qualifier on newly graded cards. That's something they announced a few months ago, when Nat took over.

Seems like the description left something out
Key 1960s Mickey Mantle card, this is a great looking card. Superbly well centered with great color and vibrant black background, this sharp card looks awfully, awfully nice for the grade.
