No that isn't the photo in question. Not gonna lie I did do a double take today when I read the article Jeff posted and made a few phone calls just to be sure.

The photo in that thread was won by me and came from the collection of the late Tony Carafeil a legitimate collector/consignor.

One normally sends items to a consignment auction house in anticipation that they will sell them. Don't know why else you'd give them your stuff. Sounds more like a mixup/miscommunication than a high crime.

Default Doug Allen - Detroit Library

The photos from the Detroit library were consigned through Harwell's attorney, prior to the City of Detroit going bankrupt. The Baltimore photo was sold at their National auction prior to their bankruptcy, I don't recall the Philadelphia photo, but the other photos were included in their auction after the national, which included all of the T200 Fatima premiums, but they were all pulled post bankruptcy.
