Default 1981 Topps Scratch Offs proof??

Hi Gang:

Out of my area of expertise here in the "modern" forum.

Anyone ever seen these? 1981 Topps Scratch offs with nothing to scratch off?

Seems these are proofs printed before the black dots were printed to hide the 1B, SO etc. that were under the dots to scratch off.

I have some proofs and they have blank backs, my guess, it looks like yours missed the black scratch-off process.

I don't remember exactly, but I think the ones without the scratchoffs were sort of a separate set with some diferent panel cominations than the regularly issued cards.
For a while they sold for less than the regular ones.
