58 Hires Root Beer Test Set With Tabs?
64 Meadowgold? 66 Topps Punch Outs? 69 Globe Imports checkerboard back? It’s tough to get under pop 50 for an entire set. If you expanded it to 100ish, you would probably pick up a few more.

Ah, I misinterpreteded the rules. I thought it was 50 or less of every single player in the set (could be 49 of each player). I stupid.

1946-1947 Sensacion Premiums.
I know several single player collectors who've been waiting for a Musial/Williams to pop up for years. Also 1959 dads cookies probably meets the requirements.
