I think it was someone who saw that amazing Sam Frock postcard and thought, man, I'll try to pass this card off as Elmer Flick and no one will ever know!
Honestly, it was probably a situation where the checklist was accumulated either over the telephone or by a hand-written letter. The receiving end just assumed it was Flick with all that star-power in the set. I mean, why would Frock even be in this set in the first place?
Reminds me of that game where you sit around a circle and whisper a secret and when it gets back around to you (who originally started it) it sounds nothing like it did when you first told it...
