Question regarding Neilson's Chocolates Issues

I'm only slightly familiar with the 1922 Neilson's Chocolates V61 Type 1 and Type 2. I believe they should look something like this:

But today I came across this, a 1923 Neilson's that uses the same image as the V61 but a different border:

Is this for real or did PSA make a booboo?
