This appears to be a picture cut out of a magazine (paper stock) with a pencil signature of Wagner at the top.
The backstory: This piece was loose inside the front cover of a book called "My Greatest Day in Baseball" a later printing of a classic oral history by John Carmichael first published in 1945. The copy I have has several autographs of the featured players which seem to me to be "good". Interested in opinions whether you think it was actually signed by Honus (or not).
