A true collector card was always issued FREE with a product or service of some kind. Issues other than that were called "Collector Issues" and usually were issued in boxed sets ie TCMA, Exhibits, R316, Berk Ross, etc. and usually suffered demand wise (too easy to collect/buy a set) Now almost every card is a "Collector Issue" and is the product
