If the tax stamp itself says Series of 1910, it could have been used anytime between 1910 and 1916-17.
Factory 30 in the 4th District of North Carolina was not an active cigarette factory for the American Tobacco Company prior to its breakup in 1911, so my guess is yours is post-breakup, between 1912 and 1917.
