I bought it graded and about a year later had it reviewed at the National. They did not change the grade on review. I think it is a no-brainer 60. A two full grade drop seems fair for the chip. The card is near-mint other than the chip. It seems like they (both PSA and SGC) are more lenient on chipping on issues like T205, T210, and T204 where it is more offensive visually than a chip like this on a white-bordered card.
