Vintage Cards in "collector's grade"

What does it mean to say that a card is "collector's grade"? Aren't most people who buy vintage cards collectors? Are the other cards investor grade? Dealer grade? Wealthy collector's grade?

I guess I don't get it. It seems like it's just a fancy way of saying the card is not in great shape.
