Those sleeves are supposed to be free of any chemical that can leech onto a card or slab. I think the film/residue that you are referring to is sometimes just found on the slabs - Ive had several cards come back from SGC with a film or residue visable in the plastic - and would guess that this is what you are seeing (though obviously I dont know for fact that we are seeing the same thing). |
