What to do with that green Cobb....

Well for starters, you could sell him to me. I'm after about ten more to be short of the big 4, and he's one of the ones I'm after.

Or, you could get paper towels handy for blotting, and ever so gently, probably with a pin, coax a drop of water onto the rightmost edge of that ink, then blot. See if the ink seemed water soluable. Then you'll have an idea of what to try. If he is just dumped in water and the ink migrates across the card, then you have a mess.

It most likely was water soluable, permanent ink. So it probably is in there to stay.
