I have never seen them ask to crack an old SGC holder if the grade doesn't look up to snuff of current levels. I know 3 graders, the general partner, the admin person, and the VP of Operations...and have had numerous conversations with all of them. I have never heard of what you are talking about...unless they changed their policy recently. I have only submitted one old SGC holder to a crossover. It crossed over the same grade.
