Strange that the eBay listing does not indicate it would go through the authentication process if purchased. I don't see anything obvious in the title that would have prevented that. However, this is in the description:

"This item has not been authenticated by any professional grading company or professional authenticator. It remains in its raw form and will not be exchanged or sold without professional authentication."

I'm not sure what that means, but I don't think I have to worry about finding out personally.

seller has a Red Cross Cobb for sale too, that has the authenticity guarantee in the listing. Weird.

The Cobb does not look very good! Maybe their wagner will be a bad investment...

In the item specifics, it's listed as a licensed reprint (lol). Could that be how it avoided the eBay authentication alert?

I don't know if that is why it would avoid authentication, but it's funny that it has that in the listing considering the asking price.

This is a copy of Honus 25a and 25b on T206Resource. The cert # is still listed with PSA.

Pretty steep price for a reprint.
