With #4, the best I can do is say he appears to be wearing the NY Giants 1949-1957 uniform. I can not find anyone with "mi" in their last name, and with a first name of either Bill or William.
Also, it appears that your scan cuts off the last part of his name. Could you post a scan of the full photo; that might help.
