I'm sure Fritsch had them done by a printer, but they've been selling these and the related reprint sets my whole life and nobody else seems to have them directly from the source. It seems very hard to see how Fritsch didn't make them in the sense that his company contracted the printing like most card issuers do.

Agree that it was most likely a contractor hired by Fritsch. Probably the same one that Card Collector's Company was hiring for their reprint sets as the card stock and quality is fairly similar.
Not surprised that no one at Fritsch had any clue. I doubt anyone answering the phone was there 34 years ago. You would have needed to ask Larry who he hired and that opportunity has sadly been long gone.
