Look at the white area between his hat and skin and the white area by the hot dogs. Compare those two areas to a known good example. This looks to me like a reprint. I would return.

Buy $2 1954 Wilson Franks reprints on eBay. Glue securely to cardboard. Crudely trim all four borders and dirty up a little. Post on eBay and sell for $50-$100 each.
