Check the last couple of pages for more recent info. Can you imagine if the Post Office was consistently taking 4 months to deliver a package or deliver a letter? Can you imagine if you ordered from Amazon and it took 3 months to receive your order? Can you imagine what would happen if someone purchased one of my eBay items and it took 2 months for me to process and ship the order? PSA is worse the the DMV. Why would anyone in their right mind keep sending cards to them? Is it really worth it to send in a 1988 Topps common, hoping that it gets a "10"? At the end of the day, it is still a 2 cent card, even with the perfect grade.
