I'd say they're cards, many cards are just ads of some sort.
I have no idea on value, I'd buy them if I saw them cheap. I like really obscure stuff, and most of it is really uncommon. Unfortunately that usually means low or no demand, and low prices. Sport hobbyist was a fairly early hobby publication, so they're a little bit of hobby history. |

They issued several reprint/promotional cards over the years. Just search ebay for Sport Hobbyist card and you'll see some. One of the blank back Wagners like yours sold for $7.99 in July.
