I see these from time to time on eBay. I have a certificate and a letter from topps to a scout congratulating him on signing a player that made it to MLB. I’ll see if I can dig it out and post a pic. I believe they were given to scouts who signed players who made it to the majors and the better year the player had I think the better the award.
