1954 Parkhurst Hockey "Lucky Premium" backs Question

With Parkhurst Wrestling of the same year, it appears that 13 cards do NOT have the Lucky Premium backs.

I wouldn't be surprised if the Hockey set also had cards that weren't produced with the backs.
