I think it’s worth $100 to $125. Many of those wrinkles would iron out from the reverse side, and it will look great. Not that it’s terrible, as-is.
As for washing... I’ve never had any luck either. It’s very possible that this Pennant was simply purchased on a rainy day, or somehow got very wet. A nice pickup for $50
