I would have to believe that those elected are Members as soon as the voting is announced.
The induction is only a ceremony denoting their having been voted in. The time between the announcement and the induction provides time for travel plans to be made for both the honorees and any fans who wish to attend. It is also during this time that the honorees craft their speeches.
