I agree Scott, I don't think it is Claire either.
It looks like an original photo, but because of the wording on the back, was the photo created some time after the pictured event. Not too desirable to me.

Looks like a late 1930's example to me (and not from the original negative) so it would be a second generation image (Type IV if using the PSA system). In other words, exactly what was already stated
