It has the look of one of those self developing deals. The layout looks very similar to the 1948-49? mp&co photoprint of Babe Ruth. I believe 2x2.5 is the size of the Ruth as well. Plus the same photo of musial was used a handful of times(as far as I know, at least as late as '46-'47 for the propagandas montiel). It wouldn't surprise me if this is a mp&co. And would guess to date it the same as the ruth..

I personally don't think that the #19 is at all useful for dating in this case..I don't think people payed as much attention to things like that back then when it came to producing these cheap entertainment type items. So cost probably took precedent over using an updated photo....

It appears to be the same shot used for his 1946 Propaganda Montiel (cuban) card...
