In the old days they had to print them a bit earlier than they do now. In 1969, the first year that the leagues were split into two divisions each, the Astros made their first run at a title, but faded fairly early. My guess is that they were out of contention pretty much right after these were printed.
I would think the Cubs should have had phantom tickets that year also, but I've never seen any. As a kid, we were totally baffled when they handed us these at the game.
