i'm not old enough to remember all of chicago's songs but i do know their hits and i'm not sure they made a big enough impact on music which is one of the requirements to getting in as well as the others you mentioned.
kiss on the other hand i think made a huge impact with their antics, make up, big stage shows with the fire, blood and what-not, but i dont think their music had the quality. but i do like their music since it's borderline heavy metal. with that said, seeing some of the other bands they let in, chicago and kiss should be inducted...hall 'n oates and doobie bros, 3 dogs and a cat...not so sure
