T206 American Beauty cards

If I am way off in left field somewhere, don't hesitate to slap me around some but I would have thought T206 Cards could have been used in SOFT packs to help protect the cigarettes. no? The manufacturer's concern was the cigarettes, not the card.. why would they want to spend extra money on packaging to protect the card?
