1921 or 23-24 Raymond Powell Exhibit

This Powell Exhibit just closed on ebay recently. It was marked as a 23-24 by PSA and it may be. I have three of these, two with stands in background, and one with a black background. There is also a Raymond Powell Exhbit with the same photo that is a part of the 1921 set I believe. I know usually the script is the way to tell the difference between the 21's and the 23-24 set. If that is the case, then isn't this a 1921? Thanks for any help clearing this up.
