Should $4 in postage buy you a padded mailer?

I won't identify the seller because I don't want to magnify the issue unduly-- but I got an ebay envelope (unpadded) today with two fairly low-value cards inside. It had a 39 cent stamp. Looked back and I paid $4 for postage on the two.
