What does GAI have to see on a card before it falls to poor condition

Just to be fair and balanced, GAI has its snafus too, IMHO consisting of overgrading cards. Just what sort of destruction does it take to make this "fair" T227 into a "poor" T227? Edited to say: that ain't a cloud behind Willie.
