This football doesn't appear to be painted or coated from the pictures , it appears to be a " cheap " souvenir football made of synthetic leather / pleather. One reason is that the football is not marked with the NFL logo and more importantly the football is not dimpled as an official football would be but it is smooth for display or autograph purposes and the football is deflated and has lost its shape and also the "leather " is drying out from age and lack of proper care and this is the cause of the peeling / chipping as the " leather " surface separates from the air bladder beneath it. The signatures look in good condition. The " leather " will continue to dry out and peel / chip off as a by product of the material it is made from . I would not at this point attempt to inflate the football because the air bladder under the " leather ' surface could pop if it is as dried out as the surface that is peeling off.
